- If information is secret, it must be significant.
- If it is significant, authorities would hide it.
- Therefore, continued secrecy confirms the importance of the hidden material.
This logic makes the absence of publicly available evidence less damaging to the underlying belief. Every unsuccessful public search can be interpreted as further proof that the real evidence remains inside inaccessible systems rather than evidence that the claim lacks support.
The U.S. Department of Defense’s All-domain Anomaly Resolution Office (AARO) has acknowledged that necessary government secrecy can unintentionally reduce public trust and leave space for alternative narratives. How Missing Evidence Reinforced the Cover-Up Belief
One distinctive feature of disclosure culture is that missing evidence can strengthen rather than weaken belief.
Normally, repeated failure to locate supporting documents would reduce confidence in a claim. Within a cover-up framework, however, unsuccessful searches can be explained by increasingly effective concealment. Public records become suspect because they are public, while inaccessible records become attractive because they cannot easily be examined.
This creates a difficult evidential position:
- Public documents are dismissed as incomplete.
- Missing documents are attributed to classification.
- Redactions are interpreted as concealment.
- Denials become part of the alleged cover-up.

Understanding why secret networks appeared more credible than public records helps explain the motivation behind some UFO-related intrusions without validating the beliefs that inspired them.
In Gary McKinnon’s case, the target was not simply government computing infrastructure but what those systems represented within disclosure culture: the presumed location of evidence that public investigations had failed to uncover.
