Introduction

One of the most conventional explanations for Gary McKinnon’s reported “fleet-to-fleet transfers” is that he encountered data created for a military exercise, war game or planning scenario rather than records of real operations. Importantly, McKinnon himself has acknowledged this possibility. This matters because modern armed forces routinely generate realistic fictional documentation. Exercises are designed to resemble genuine operational activity, complete with personnel lists, logistics movements, fleet transfers, invented unit names and fictional geopolitical scenarios. Without the original spreadsheet—or even the ship names themselves—it is impossible to determine whether McKinnon saw records of genuine movements, planning documents or training material.

McKinnon’s Own Concession That It Could Have Been a Game

An often-overlooked part of McKinnon’s account appears in his 2006 interview with Wired. After describing the spreadsheet headed “Non-Terrestrial Officers” and its references to ship-to-ship transfers, interviewer Noah Shachtman asked whether the material might simply have been “some sort of military strategy game or outline of hypothetical situations.”

That concession is significant because it narrows what can honestly be claimed from his testimony.

His recollections establish only that:

  • he remembered seeing spreadsheet entries involving transfers;
  • the ship names were unfamiliar to him;
  • he could not later recover or reproduce the files;
  • he accepted there might be a conventional explanation.

This does not prove the exercise hypothesis, but it also means McKinnon’s own account stops short of claiming certainty that the documents described real secret operations.

Fictional Units and Invented Ship Names Are Normal

Another feature supporting the exercise explanation is the routine use of fictional organisations.

  • military headquarters;
  • command structures;
  • vessels;
  • aircraft;
  • intelligence organisations.

These fictional entities allow planners to rehearse operations without identifying genuine classified capabilities or inadvertently creating diplomatic complications.

A contemporary example comes from Royal Navy Operational Sea Training. For decades, British and allied warships trained within fictional geopolitical scenarios involving invented states such as “Brownia” and “Ginger”. The names, military situations and operational documents existed solely for training while closely imitating real-world naval operations. If exercises routinely invent countries and armed forces, inventing vessel names would be entirely consistent with established practice.

Would “Fleet-to-Fleet Transfers” Fit Exercise Planning?

The phrase itself is not unusual within military logistics.

Exercises frequently model movements of:

  • personnel between commands;
  • equipment between formations;
  • ammunition and supplies;
  • maintenance assets;
  • replacement crews;
  • repair materials.

Logistics staff are often evaluated on their ability to manage these movements under simulated operational conditions. Consequently, spreadsheets recording transfers between fleets or commands would not be surprising inside a planning or exercise environment.

McKinnon later described the records as involving “materiel” transfers—a standard military term for equipment and supplies rather than personnel alone. Does the Exercise Theory Explain Every Detail?

Not completely.

Supporters of McKinnon’s interpretation argue that several features remain unusual:

However, each point also has conventional possibilities.

“Non-terrestrial” need not refer to extraterrestrials. It could indicate personnel assigned away from Earth’s surface, personnel associated with satellite programmes, a project-specific label, or simply an unusual internal naming convention. Likewise, unfamiliar ship names do not automatically indicate secret spacecraft. Exercise planners deliberately create fictional platforms, while administrative systems may also contain temporary project names, placeholders or test records.

The available evidence does not allow these alternatives to be separated confidently.

What Evidence Would Distinguish Planning Data from Real Operations?

If the original spreadsheet still existed, several features could help determine whether it described an exercise or genuine operations.

Evidence favouring an exercise would include:

  • references to scenario control organisations;
  • fictional geographic locations;

  • simulated dates;
  • obviously invented chains of command;
  • accompanying planning documentation.

Evidence favouring genuine operations would include:

  • independently verified vessel identities;
  • matching maintenance or deployment records;
  • corroborating personnel files;
  • supporting operational orders;
  • multiple independent copies of the same data across different systems.

None of that evidence is currently available.

McKinnon did not preserve the spreadsheet, could not remember the ship names, and no independently authenticated copy has ever emerged. The Balance of the Evidence

Viewed narrowly, the exercise hypothesis does not prove that McKinnon encountered training data. It does, however, provide a well-established conventional mechanism capable of explaining several features of his account simultaneously: unfamiliar ship names, transfer records, logistics spreadsheets and apparently realistic administrative documentation.

Because military exercises routinely generate convincing fictional paperwork, and because McKinnon himself acknowledged that the material could have been part of a game or hypothetical scenario, the exercise explanation remains one of the strongest non-extraordinary interpretations of the “fleet-to-fleet transfers”. The decisive limitation is not the plausibility of either interpretation, but the absence of the original records needed to distinguish between them.
