NASA’s report repeatedly emphasises that poor-quality evidence is the primary reason many UAP reports remain unresolved.
A compelling-looking photograph or infrared video often lacks the information needed to determine fundamental physical properties such as distance, speed, size or trajectory. Without those measurements, multiple very different explanations can fit the same visual appearance.
Common shortcomings include:
- missing original sensor files;
- incomplete metadata such as time, position and viewing geometry;
- uncalibrated instruments;
- compression or image processing that removes useful information;
- absence of independent observations from other sensors.

From NASA’s perspective, the critical questions are not whether a claim is intriguing, but whether the supporting evidence is independently verifiable:
- Can the original material be examined?
- Is its provenance documented?
- Are the underlying data preserved?
- Can other investigators reproduce the analysis?
- Do multiple independent sources support the same conclusion?
