Why He Connected the Files to Roswell

The documents themselves, as Bevan later described them, reportedly did not explicitly state that they involved extraterrestrial technology or the Roswell incident. Instead, Bevan made that connection because he had deliberately targeted Wright-Patterson believing that, according to long-standing UFO folklore, the base housed research connected with recovered alien technology.
