What Did AARO Actually Investigate?
AARO tested claims of recovered craft, bodies and reverse engineering against archives, interviews and classified programme oversight.

Introduction
Congress did not ask the All-domain Anomaly Resolution Office (AARO) simply to assess whether unidentified anomalous phenomena (UAP) had been reported. It directed the office to investigate a much narrower and more consequential claim: whether the United States government had secretly recovered extraterrestrial craft or biological material, hidden those programmes from Congress, and attempted to reverse-engineer alien technology. To answer that question, AARO examined historical records stretching back to 1945, interviewed witnesses, reviewed classified and unclassified archives, and worked with officials responsible for overseeing the government’s most sensitive classified programmes. Claims covered by the historical review
AARO’s investigation focused on specific allegations rather than on UFO sightings in general. The historical review examined recurring claims that:
- recovered non-human spacecraft had been stored by the US government;
- extraterrestrial biological remains had been recovered;
- secret programmes had reverse-engineered alien technology;
- private aerospace contractors possessed recovered materials;
- special-access programmes had concealed these activities from Congress and other oversight bodies.
Rather than treating these as abstract rumours, AARO attempted to identify the named people, facilities, documents, contractors and programmes repeatedly cited by witnesses. Importantly, the review distinguished between unexplained aerial reports and allegations of institutional concealment. A sighting that remains unidentified is not, by itself, evidence of a crash-retrieval programme. AARO’s remit in this part of the historical review was to determine whether documentary and institutional evidence supported claims of secret alien technology programmes.
Archives, interviews and oversight records examined
The review relied on several independent sources of evidence rather than witness testimony alone.
Government archives
AARO reported reviewing classified and unclassified government archives covering official UAP investigations from 1945 onwards. Investigators conducted approximately 30 interviews with individuals claiming knowledge of hidden programmes. Classified programme oversight
One distinctive aspect of the review was AARO’s cooperation with officials responsible for Controlled Access Programmes and Special Access Programmes across the Department of Defense and Intelligence Community.
Rather than relying solely on programme names supplied by witnesses, investigators worked with the officials responsible for administering highly classified projects to determine whether the alleged programmes actually existed, whether their missions matched the claims, or whether witnesses had confused unrelated national security activities with purported extraterrestrial research. Industry enquiries
Because many allegations involved defence contractors, AARO also contacted companies identified by interviewees.
According to the report, appropriately cleared executives, chief technology officers, senior scientists and engineers from the named organisations were interviewed. How AARO tested specific secret-programme allegations
Rather than dismissing claims outright, the review attempted to trace each allegation to verifiable evidence.
Where witnesses identified programme names, AARO searched for the underlying records. Where facilities or laboratories were named, investigators examined whether documentary evidence linked those locations to alleged crash-retrieval work. One example involved an alleged fragment of extraterrestrial spacecraft obtained from a private UAP organisation. Why some alleged programmes appeared genuine
One of AARO’s more nuanced conclusions was that several stories originated from misunderstandings of authentic classified programmes.
The office concluded that alleged hidden reverse-engineering programmes generally fell into three categories:
- programmes that never existed;
- genuine highly classified national security programmes unrelated to extraterrestrial technology;
- proposals or initiatives that were never approved or were later terminated.
This distinction matters because individuals without authorised access could observe fragments of highly compartmented activities without understanding their actual purpose, creating fertile ground for speculation. What the review could and could not establish
AARO’s conclusions were narrower than either believers or sceptics sometimes suggest.
The review concluded that investigators found:
- no empirical evidence that the US government or private industry had reverse-engineered extraterrestrial technology;
- no evidence supporting claims that companies possessed recovered off-world hardware;
- no verified documentation establishing hidden crash-retrieval programmes;

At the same time, the report did not claim that every UAP report has been explained.
